Understanding the influences within the problem is critical to a full understanding.

The student should be able to see the “big picture.”Assess the student’s ability to come up with their own theory.

A student should be able to develop their own perspective of the material.

Justifying this position and recognizing what bias they might be bringing to it are advanced skills.

Having the skill to interpret a situation and correctly infer that a problem exists would not be sufficient if we then cannot analyze why the problem continues to exist and then explain and evaluate our attempts to solve the problem.
